Job Description
SNV seeks a Finance and Administration Manager for an anticipated 4-year USAID-funded Tanzania Agricultural Education and Development project. The Agricultural Education and Development project will aim to ensure the sustainability of the Tanzanian agricultural education and training (AET) system to produce a skilled agricultural workforce that meets labor market needs, in order to contribute to agricultural productivity, income generation, and food security.
The Finance and Administration Manager will be responsible for establishing and maintaining financial management and accounting control systems for project expenditures. This position will ensure that the project’s financial operations and reporting meet all USAID requirements and comply with USAID policies and regulations. This position will also support the Chief of Party in assigned duties, specifically those tasks related to financial planning, management, and reporting.
Primary responsibilities will include:
Ongoing analysis, forecasting, and review of project expenses
Preparing financial reports
Liaising between SNV headquarters and project field and country offices, including the transfer of funds between SNV headquarters and the project field and country offices
Managing accounting and finance records of in-country expenses
Managing procurement actions
Executing subcontracts and consulting agreements consistent with USAID and SNV procedures
Managing payroll and maintenance of complete personnel records
Qualifications
A Master’s degree or higher in Finance, Accounting, Auditing or a related field
Minimum of 10 years of experience in financial management; experience in financial management of USAID-funded programs is highly preferred
Substantial experience in the financial management of USAID contracts/cooperative agreements, including experience with USAID policy, procedural, and reporting requirements
Minimum of 5 years of successful experience as a Finance and Administration Manager, or similar position, of donor-funded technical assistance projects of similar magnitude and complexity
Minimum of 5 years of experience in developing countries, preferably in Tanzania or Sub-Saharan Africa
Minimum of 3 years of successful experience providing administrative support to an international organization, including managing tasks related to procurement, contracts management, and human resources related matters
Experience with computerized accounting
Strong organizational and leadership skills; a minimum of 5 years of progressively responsible supervisory experience, including direct supervision of professional and support staff, and quality evaluation of staff performance and deliverables
Excellent interpersonal skills and demonstrated ability to hold staff accountable for doing their jobs
Fluency in English is required, knowledge of local languages is highly desired
